My Solution: I randomly came across sleeping apps on my device and realized that Google maps was one of the apps which was in that list.

Currently apps who power are monitored and exceed some threshold have services disabled when the device idles in this mode. This is similar to how JobScheduler detects a state change and pauses the a job in progress.

This is not a good solution as we need to keep the rest of our apps from using too much power. What Gooogle should do is allow the power monitoring of Google Apps to be disabled. In the Battery Activity it shows a list of apps and allows the user to manually add additional apps to an exception list.

However Maps is not able to be added to this list. Probably because you want to actively monitor all power from all Google Apps. Either let users make an exeception to this app, or redo the background task management of this app in power saving mode. Therefore, I am pretty confident this is the root cause. Several times while the map is open and running it looses my GPS position and I have to pull over and restart my phone to fix the problem.

I am also having problems with my maps.
