Yes it is greyed out for me too. So I am in the process to unlock bootloader and flash the updated 9. That will most probably let me change Instagram toggle. Too bad, I'm already on 9.

Jongla I have Redmi Note 5 global, not pro but it shouldn"t make any difference. In your video,we see a lot of apps but Instagram. Can you confirm if particularly the instagram app toggle is changeable in your ROM version?
